Yep, Moldovan has an accent on the î/â (like an ü) and the ă (like an e).
Oh, and the Moldovans pronounce an 'e' more like 'ay'.

That would be like us claiming Scots is a completely different language from English. It's not. It's just a dialect. I really don't see why the Moldovan's do that.

I recently found out that they use it in Serbia. How do they decide when to use cyrillic and when to use latin?
I already knew they speak Romanian in Moldova but as for the accent thing, I haven't noticed it. (This coming from the guy who can barely tell the difference between an Aussie and a Kiwi accent)
