    I heard this one often in the radio around 1982~84.
    But the song itself could as well be from 1980 or even before that time.

    Sounded like America or 10cc.
    Something even more distinct is that the "dow-dee-dow" you can hear in the audio sample is ACTUALLY that, so it's not something I don't remember but its literally "dow-dee-dow" or "doe-dee-doe" with "oe" like British pronunciation of o in "home".

    Now suspense REALLY grows. However, seeing that you guys have already solved the unsolvable on here, chances are that you can nail that one too. Thanks in advance.

    Sorry no, that's neither roots reggae nor dub. You can almost smell the surges of THC in the air with the one you suggested...
    "Spoonful" of reggae means just a reggae feel like in "Down Under" by Men At Work (though the actual song is not reggae)
    Plus...

    - the song was English.
    - the tempo was over 130 bpm
