I heard this piece at a classical concert at the University of British Columbia while I was visiting the area. The composer might have been Gustav Holst, but I'm very unsure about that. I remember only two concrete things about the piece: it had a distinctive ostinato, and it ended with a bass clarinet or bassoon playing the ostinato followed by the piano striking and holding a single chord on the off-beat.
