If you want to use laqad/ qad
لقد قبلتك للتو
But it'd mean: I've already kissed you
(qabbal-a, yoqabbil-o)
قبـَّل/ يُقبـِّـل (Notice the shaddah, because it has a different meaning without it, in pronounciation mostly)

bfaddel > ana bfaddel (I prefer), and yes male & female can say it.
if you mean about (sho btfaddel) it'd be (sho btfaddly) if you're asking a girl.

please, after that just tell me if you're talking with a girl or with a boy.
