The group is known as The Penny-Wise Guys (a special events formation of academics). More info on the event's archive page.
The man is reading his partition from the Tintin adventure where the Castafiore's jewels disappear and she is reading hers from The Princess and the potty (not quite the proverbial pot of gold...). And the tune sounds Oz fantasy to me.
It's about the Madoff scandal (along the theme for the year 2009) , Risk.
So the satirical and Ig Nobel lyrics were written for the event. The music, while familiar in style, I do not know if it's borrowed or original.
